Governor's Monthly Message
Ronald "Ronnie" Dy
District Governor for RY 2026-2027
August 2026
Message from the District Governor
August is Membership and New Club Development Month
Dear Fellow Rotarians and Rotaractors of District 3790,
August reminds us that the greatest strength of Rotary is not found in our projects or our achievements, but in our members.
Every new member brings fresh ideas, renewed energy, and greater opportunities to create lasting impact. But growing Rotary is not only about inviting new members. It is equally about valuing those who are already with us and reconnecting with those who once called Rotary their home.
This month, I encourage every Rotarian to make membership personal. Invite a friend, a colleague, a family member, or a community leader to experience Rotary. Reach out to members who have become less active. Reconnect with former members and invite them back. A simple conversation or a sincere invitation can help shape the future of a club.
Let us also be bold in organizing new clubs. Every new club expands Rotary's reach, develops new leaders, and creates more opportunities to serve our communities.
As we grow our membership, let us also strengthen The Rotary Foundation, which makes our service possible. I challenge every club in District 3790 to contribute at least US$1,000 to the Annual Fund and US$100 to PolioPlus by the end of August. Together, let us achieve our goal of becoming an All Club Giving District, ensuring that every club helps transform generosity into life-changing service around the world.
Membership growth and Foundation giving go hand in hand. The more we grow Rotary and support our Foundation, the more lives we can touch.
This August, let each of us invite one, reconnect with one, and inspire one. Together, let us continue to grow Rotary, strengthen our clubs, and create lasting impact in every community we serve.
Let us continue to JUMP.
Jumpstart Change.
Unleash Potential.
Make Lasting Impact.
Perform with Excellence.
Together, we will build a united district of empowered clubs.
Yours in Service,
PP Ronald S. Dy

September 2026
MESSAGE FROM THE DISTRICT GOVERNOR
September 1, 2026
My Dear
Fellow Rotarians and Rotaractors,
As we welcome September, I want to begin
by expressing my heartfelt gratitude for your continued support and commitment
to our District. Your enthusiasm and willingness to come together, even in the
face of difficult circumstances, remind me of the strength and commitment of
our Rotary family.
Today, we formally announce the
postponement of our Vibrant Club Seminar 2026, originally scheduled for
September 4–5, 2026, in Baguio City, due to the severe weather conditions
affecting our District.
This was not an easy decision. On behalf
of the District, I sincerely apologize for the inconvenience this may have
caused to some of you. I know many have already made preparations, adjusted
their schedules, and arranged their travel. I truly understand the
disappointment this may bring.
However, the safety and well-being of
our Rotary family must always come first.
Despite the difficult weather
conditions, more than 600 Rotarians had already registered as of August 31,
2026. This overwhelming support was truly heartwarming. It showed how eager
our members were to come together, learn, share experiences, and strengthen our
fellowship.
To everyone who registered, supported,
and understood our decision, thank you from the bottom of my heart. Your
support means more than words can express.
This experience reminds us of what
Rotary truly stands for. Beyond our meetings, seminars, projects, and
celebrations, Rotary is about people. It is about caring for one another,
standing together during difficult times, and putting service above ourselves.
As we extend our thoughts and support to
our fellow Rotarians and communities affected by the severe weather, let us
remember that our commitment to service must never stop.
We may have
postponed an event, but we have not postponed our commitment to service. We may
have changed our plans, but we will never change our purpose.
As we continue our commitment to
creating lasting change, we are also reminded that September is Basic
Education and Literacy Month.
Education is one of the most powerful
ways we can create lasting change. Through literacy, we open doors to
opportunities, empower individuals, and help build stronger communities. As
Rotarians, we have a responsibility to support quality education, help children
develop essential learning skills, empower teachers, and provide opportunities
for those who need them most.
Let us encourage every club to make
education and literacy an important part of its service initiatives. Whether
through reading programs, school partnerships, learning materials, or support
for underprivileged learners, every effort counts. When we invest in
education, we invest in the future.
My dear Fellow Rotarians, let us
continue to JUMPstart Change, Unleash Potential, Make Lasting Impact, and
Perform with Excellence. Let us remain united, compassionate, and committed
to making a difference in the lives of others.
I look forward to seeing all of you in
our upcoming District activities. Let us continue to participate, learn
together, celebrate our fellowship, and make every gathering an opportunity to
strengthen our connections and advance our shared goals.
Thank you for your continued trust,
support, and dedication to our District. I am grateful to serve alongside each
and every one of you.
Together, let
us make this Rotary year a memorable journey of fellowship, learning, and
meaningful service.
Let us continue to JUMPstart Change!
Yours in Rotary,

Ronald S. Dy

October 2026
MESSAGE FROM THE DISTRICT GOVERNOR
October 10, 2026
Turning Momentum into
Lasting Impact
My Dear Fellow
Rotarians and Rotaractors,
October has been another meaningful
month for Rotary District 3790. As we continue our journey under our J.U.M.P.
theme, I am encouraged by the energy, commitment, and enthusiasm shown by our
clubs and members.
During our Vibrant Club Seminar in
Baguio, we took time to celebrate the accomplishments of our first 100 days. We
welcomed new members, strengthened our Rotary Foundation giving, supported
meaningful service projects, expanded our international partnerships, and
improved the way our district serves its clubs.
These accomplishments remind us of what
we can achieve when we work together. But more importantly, they remind us that
our first 100 days are not the destination. They are the foundation for what
we hope to accomplish in the months ahead.
Celebrating Our Collective Progress
As of October 9, District 3790 recorded
a net membership growth of 265 members, ranking number 1 among the 10
Rotary districts in the Philippines in Zone 10A for three consecutive months.
We also recorded US$108,339.59 in
total Rotary Foundation giving, ranking 3rd among the 10 Rotary
districts in the Philippines. In PolioPlus, we ranked 3rd, with
US$13,639 in contributions. For the Endowment Fund, District 3790 ranked 1st
among Philippine districts, raising US$34,471.
We also welcomed eight new Major
Donors, while six Global Grant projects worth approximately US$400,000
were approved. Across our district, we recorded 2,231 service projects
benefiting more than 254,000 people.
These are encouraging milestones. Behind
every number is a Rotarian who gave time, resources, and commitment to make
something happen.
To all our JUMP Presidents, Assistant
Governors, district officers, committee chairs, and fellow Rotarians, thank you
for making these accomplishments possible. Let us build on this momentum and
continue striving for even greater results.
Building Vibrant Clubs, Creating Lasting
Impact
One important message I shared during
our Vibrant Club Seminar is that a vibrant club is not necessarily the biggest
club, the richest club, or the club with the most awards.
A vibrant club is one where members feel
that they belong, where service has meaning, where leaders create opportunities
for others, and where the community can feel the difference.
Membership growth is important, but
recruitment alone is not enough. We must make sure that every new member finds
friendship, purpose, and an opportunity to serve. We must also give our
existing members meaningful reasons to remain active and engaged.
Let us strengthen our clubs from within.
Encourage participation, develop new leaders, welcome fresh ideas, and give
every member the opportunity to contribute.
Recruitment brings members into Rotary.
Meaningful experiences keep them in Rotary.
October: Community Economic Development
Month
This October, Rotary also focuses on
Community Economic Development.
This reminds us that our responsibility
goes beyond providing immediate assistance. We must help people develop
opportunities to improve their lives and become more self-sufficient.
As Rotarians, we have the professional
expertise, networks, and resources to help create these opportunities. We can
support livelihood programs, provide vocational training, mentor young
entrepreneurs, strengthen small businesses, and help communities develop
sustainable sources of income.
Let us encourage our clubs to look at
the economic needs of their communities and identify projects that can create
long-term opportunities.
Our goal should not simply be to help people
get through today. It should also be to help them build a better tomorrow.
Turning Our Commitment into Action
One example of what we can accomplish
through collaboration is our Rotary Village initiative in Bamban.
With commitments for eight housing units
from District 3790 and another five units from our sister District 3590, we now
have a total of 13 committed housing units.
I want to recognize RC Angeles, led by
President David Kim, for taking the lead in this initiative. My sincere thanks
as well to all the clubs, Rotarians, and partners who have contributed to
making this vision a reality.
We were also privileged to welcome our
friends from Sister District 3590 of South Korea during the launching of the
Rotary Village. Thank you to PP Marion for taking care of our visitors, and to
Clusters 3B, 3C, 4A, and 4C for helping make their visit meaningful and
memorable.
This initiative demonstrates how partnerships and collective efforts can turn good intentions into meaningful results. More importantly, it shows how Rotary can help provide opportunities and improve lives.
Our Responsibility as Leaders
As we continue to grow our membership,
increase our Foundation contributions, and undertake bigger projects, we must
remain equally committed to transparency, accountability, and good stewardship.
The resources entrusted to us must
always be managed properly. Our decisions must be guided by fairness,
integrity, and the best interests of Rotary.
We may face challenges along the way,
but we must never allow these challenges to distract us from our purpose.
Leadership is not measured by the
absence of problems. It is measured by how we respond to them.
Let us have the courage to address
difficult matters, the humility to listen, and the discipline to follow proper
processes. We may not always agree, but we must remain united in our commitment
to what is right.
Most importantly, let us keep our focus on service.
Let Us Continue to J.U.M.P.
My dear Fellow Rotarians, our first 100
days have shown what we can accomplish together. Let us sustain this momentum
and aim even higher.
Let us Jumpstart Change, Unleash
Potential, Make Lasting Impact, and Perform with Excellence in everything
we do.
To every JUMP President and Rotarian, I
encourage you to take the lead, make the most of every opportunity, and turn
our shared vision into action. Every club and every member has a part to play.
I am proud of what we have accomplished,
and I look forward to what we can achieve together.
Let us continue to support one another,
celebrate each other's successes, and help every club reach its full potential.
Ultimately, our success is not measured
by our accomplishments alone, but by the lives we touch and the difference we
make in our communities.
Thank you for your continued trust and commitment.
Together, let us keep JUMPstarting
Change, Unleashing Our Potential, Making Lasting Impact, and Performing with
Excellence.

November 2026
MESSAGE OF THE DISTRICT GOVERNOR
November 2, 2026
ONE DISTRICT, ONE PURPOSE,
GREATER IMPACT
My Dear Fellow Rotarians and
Rotaractors,
Every meaningful achievement in Rotary
begins with people coming together for a common purpose. Through fellowship, we
build lasting friendships. Through service, we change lives. Through
generosity, we extend our impact beyond ourselves.
As we celebrate The Rotary Foundation Month this November, let us reflect on how
these values continue to shape our district and strengthen our commitment to
service. Our recent activities have shown what we can accomplish when we work
together, inspire one another, and share one vision for a stronger Rotary
District 3790.
Celebrating Our Unity and Shared
Achievements
Over the past few weeks, our district
has held two major district events,
just two weeks apart, with more than 700 participants each.
Our Vibrant Club Seminar in Baguio broke
our previous attendance record for a district seminar. Just two weeks later,
our World Polio Day celebration brought together more than 700 registered
Rotarians and Rotaractors, marking the highest attendance ever recorded for a
World Polio Day celebration in District 3790.
What makes these milestones even more
meaningful is that we achieved them without imposing mandatory minimum
attendance requirements on clubs for district events. We have also kept
registration fees affordable and reasonable for our Rotarians and Rotaractors.
We believe that participation should be encouraged through meaningful programs,
inclusivity, and a genuine desire to be part of our district activities.
These achievements were driven by
genuine participation, not compliance. They reinforce the belief that we
achieve more by involving and inspiring people rather than simply requiring
them to attend. This is
the kind of district we want to build, one where people participate because
they feel valued, included, and inspired to be part of something greater.
Our World Polio Day celebration was a
wonderful demonstration of this spirit. The motorcade, parade, drum and lyre
performances, billboards, and our public image bus helped bring Rotary's
mission to end polio closer to our communities. These activities were more than
just a celebration. They were opportunities to raise awareness and remind
people that our fight against polio continues.
Congratulations to RC Northern Tarlac
for having the most number of delegates, and to Cluster 4C, champion of
our Dance to End Polio Now competition.
I would also like to express my sincere
appreciation to everyone who made this event possible.
Thank you to RC Angeles Kuliat,
headed by President Leira, with ES Lorna Regala as Co-Chair, for
hosting this successful celebration.
We are grateful to Rtn. Anita David,
President of PSAU, for warmly welcoming our Rotary family and providing the
venue and assistance that contributed greatly to the success of the event.
My thanks as well to our District
PolioPlus Committee, chaired by PP Lilli; our District Events Support Team, led
by IPP Alvin Dumuk; and our District Technical Team, headed by Rtn. Ronald
Bejada. Special thanks to AG Fred for his dedication to registration and for
helping us reach our target.
To all our volunteers, Rotarians,
Rotaractors, and everyone who worked behind the scenes, thank you. Whether seen
or unseen, every contribution mattered. This success belongs to all of you.
Thank you for giving your time, energy, and hearts in service to Rotary. Let us
sustain this enthusiasm and commitment until we achieve a polio-free world.
Building Fellowship Beyond Our Meetings
Beyond our major district gatherings, we
must continue creating opportunities for Rotarians to connect, build friendships,
and enjoy one another's company.
Congratulations to RC Central
Pampanga for successfully hosting our 2nd District Pickleball Fellowship.
Thank you to the organizers and participants who made this activity enjoyable
and meaningful.
We also held our Governor's Cup Golf
Tournament last October 28, 2026. It was another wonderful opportunity to
promote fellowship, sportsmanship, and friendly competition among our members.
My sincere appreciation to RC Angeles,
headed by President David Kim, together with our Golf Fellowship
Co-Chair, PP Jun Sebastian, for hosting and organizing this successful
and purposeful event. Thank you to all the golfers, participants, supporters,
and sponsors whose collective efforts made it possible.
Congratulations to Marc Cruz of RC
Metro San Fernando, Pampanga, for winning the individual category, and to RC
Metro San Fernando, Pampanga, for emerging as champion in the team
category.
These activities remind us that Rotary
is not only about the work we do in our communities. It is also about the
friendships we build along the way. Stronger friendships create a stronger
foundation for meaningful service.
Growing a Culture of Giving
Our fellowship brings us closer as a
Rotary family, and our generosity allows us to extend that spirit of service to
more communities. This is especially meaningful as we celebrate The Rotary Foundation Month.
Through The Rotary Foundation, we
support projects that address real needs, improve lives, and create lasting
change.
During our First 100 Days, District 3790
achieved the following results:
·
Total TRF Giving: US$108,339.59, ranking 3rd among the 10 districts in the
Philippines.
·
PolioPlus Giving: US$13,639, ranking 3rd.
· Endowment Fund Giving: US$34,471, ranking 1st.
As of October 31, our district's total
TRF giving has reached US$137,551.30.
These figures reflect the generosity and
commitment of our Rotarians. I would like to personally thank PP Susan
Czudai, our District Endowment and Major Gifts Subcommittee Chair, and PP
Fernando Tiong, our District Paul Harris Society Coordinator. Thank you for
your dedication and efforts in inspiring our members to support The Rotary
Foundation and in helping build a stronger culture of giving in our district.
To our JUMP Presidents and fellow
Rotarians, I encourage everyone to continue supporting the Annual Fund,
PolioPlus, and the Endowment Fund according to your means and capacity.
Giving should not be the responsibility
of only a few. Every Rotarian can contribute, and every contribution,
regardless of amount, strengthens our Foundation and expands our capacity to
serve.
Let us also encourage more Paul Harris
Fellows and Major Donors as expressions of our commitment to the Foundation and
its mission.
Our goal is not merely to raise money.
Our goal is to raise hope and create opportunities for a better future.
Choosing Our Next District Leader
Just as we share responsibility for
strengthening our Foundation, we also share responsibility for choosing the
leader who will guide District 3790 into its next chapter.
The selection of our next District
Governor Nominee Designate is approaching. I encourage every club to carefully
consider and nominate the best-qualified Rotarian to serve as District Governor
for RY 2029–2030.
This is a responsibility that deserves
our utmost care and discernment. The position requires a leader who is prepared
to serve the entire district, not just his or her own club or circle of
friends.
We must ensure that the selection
process is transparent and impartial. Let us look beyond popularity, personal
relationships, and affiliations. Instead, let us consider each candidate's
qualifications, experience, character, commitment to Rotary, and readiness to
lead.
This selection
must be about merit, not connections or endorsements.
We need a leader with integrity,
independent judgment, and the courage to make difficult decisions. Someone who
can unite and inspire our district, stand by what is right, and put the
interests of Rotary and District 3790 above personal interests.
Our responsibility is to choose someone
who will serve the interests of the entire district, not just a few.
I strongly encourage all clubs to
participate actively in this process and submit their nominations on or
before November 30, 2026. I also encourage qualified Rotarians to step
forward and offer themselves for this important responsibility.
Let us choose a leader with the character, competence, and commitment to serve every club and every Rotarian, and to strengthen our district and move it forward.
Building on Our Momentum
While we look ahead to the future
leadership of our district, we must also remain focused on the work and
responsibilities before us today.
We have made meaningful progress during
the first months of this Rotary Year, and these accomplishments remind us of
what we can achieve when we work together. But there is still much more that we
can do.
Let us sustain our momentum. Let us
continue growing our membership, strengthening our clubs, and delivering
meaningful service to our communities.
To our JUMP Presidents, Assistant
Governors, district officers, and everyone who continues to give their time and
effort, thank you for your commitment and leadership.
As leaders, we must continue to involve
others, develop their potential, and give them opportunities to serve. The more
people we involve, the stronger our clubs become. And when our clubs are
stronger, our district becomes stronger.
Moving Forward with J.U.M.P.
As we move forward, let us turn our
shared commitment into action. Let us carry the spirit of unity, generosity,
and shared responsibility into everything we do, guided by our four
commitments:
J – Jumpstart Change.
Take initiative and turn good ideas into action.
U – Unleash Potential.
Give every Rotarian the opportunity to lead and make a difference.
M – Make Lasting Impact.
Focus on meaningful service that creates lasting change.
P – Perform with Excellence. Give our best in everything we do.
The progress we have made is
encouraging, but our work is far from over. Let us build on these achievements,
strengthen our clubs, and create opportunities for more people to experience
the joy and fulfillment of serving others.
May our fellowship strengthen our
friendships, our generosity sustain our Foundation, and our service continue to
change lives.
Thank you for your continued commitment
to Rotary and to District 3790.
Together, let
us keep JUMPstarting Change, Unleashing Our Potential, Making Lasting Impact,
and Performing with Excellence.
